Pepco Holdings, a subsidiary of Exelon that includes Atlantic City Electric, Delmarva Power and Pepco, today announced the appointment of two executive leaders. Rodney Oddoye will step in as Chief Operating Officer and Morgan O'Donnell has been named Chief Financial Officer. Oddoye and O'Donnell will help the company continue to meet the changing needs of the customers and communities it serves across the District of Columbia, Delaware, Maryland and New Jersey while advancing the ongoing energy transformation across the region.

Rodney Oddoye Appointed COO

Currently serving as Senior Vice President of Governmental, Regulatory, and External Affairs, Oddoye has led companywide efforts in policy, regulatory, political, and community engagement across the Mid-Atlantic. Previously, Oddoye has held high-impact roles across the Exelon family of companies and has demonstrated his deep commitment to expand access to energy solutions for all communities.

Oddoye assumes the role of COO at a pivotal time, as the company continues investing in critical infrastructure upgrades to deliver safe, reliable service and advance cleaner and more resilient energy across the region. He will lead operations and oversee strategic investments, building on the momentum of dozens of transformative projects currently underway. With more than two decades of experience in the energy sector, he brings strategic clarity, insight, and commitment needed to build on this strong foundation and advance the company's operational priorities.

Oddoye's leadership philosophy is rooted in service, demonstrated through his active board involvement. Oddoye serves as the Chair Elect for the United Way of Central Maryland and serves on the board of directors of Building Bridges Across the River. Additionally, he is on the board of trustees for Loyola Blakefield, where he also serves on the Academic and Student Affairs Committee. Oddoye serves as a member of the Connected DMV Regional Congress, as well as the Recreation Wish List Committee of the Southeast Tennis and Learning Center. He is a member of the Power Engineering Society (IEEE) and the American Association of Blacks in Energy (AABE).

Morgan O'Donnell Named CFO

O'Donnell has been with Pepco Holdings for nearly 20 years and most recently served as Vice President, Regulatory Policy and Strategy. In that role, she led the development and implementation of regulatory strategy at the federal, state, and regional levels with a focus on the District of Columbia and Maryland.

Since 2021, O'Donnell has helped drive the organization forward in several key areas, including Regulatory Strategy, Revenue Policy, Financial Planning and Analysis, and Treasury. She also played a critical role in the Exelon/Pepco Holdings merger and integration and has been at the forefront of major regulatory filings, including the multi-year plans for Pepco and Delmarva Power.

Beyond her professional accomplishments, O'Donnell volunteers her time by serving on the board of the Pepco Holdings Community Foundation and mentoring with Generation Hope, which supports teen parents and their children with education resources.

O'Donnell's role will be effective on June 1 and Oddoye's will be effective on June 9.
