Introduction

A letter from our CEO

Mark T. Bertolini

Dear Stakeholders,

2024 marked a pivotal moment for healthcare in the United States.

Traditional health insurance no longer meets the financial and health needs of Americans, and everyone is demanding more. Oscar is charting the path forward - creating healthcare experiences that meet people with empathy and the solutions they need to live a healthier life.

Different backgrounds, experiences, and perspectives strengthen us as a society. The same principles should apply to healthcare. The healthcare system needs to treat people as individuals, not numbers. Health outcomes do not have to be determined by where people live or work. Americans should not have to make trade-offs between basic necessities and their healthcare.

That is why Oscar believes so strongly in the individual market's future for all Americans. The market has opened the door for more than 24 million people to access high-quality, affordable healthcare. We proudly serve ~1.8 million members who choose

the plans, providers, and networks that work best for them and their families. Our health insurance is designed to work in every case - for every budget and health need.

Oscar is a team of curious and courageous leaders. We are not afraid to take on the challenges no one else will. We have spent the last 12 years building solutions that reorient healthcare around individuals. Access to high-quality healthcare is

a basic human right, and we continue to break archaic models that have kept healthcare out of reach for many.

I am confident we can help create more vibrant communities, stronger local economies, and healthier families. In our third Impact Report we highlight where our business is taking action - and how we are making a difference for our employees and the people we serve.

Empowering our Members & Communities

Oscar meets people where they are

We solve significant gaps in healthcare access by addressing the social and cultural factors affecting individual health. We combine technology with empathy and integrate a culturally competent care approach that respects many values and beliefs. Cultural competency is embedded in our products and the way we do business - making healthcare affordable, accessible, and engaging for more Americans.

"We are redefining how we engage with our members in today's rapidly evolving healthcare landscape. Our commitment is to do more than just provide health insurance; we aim to transform the entire experience. Our focus on accessibility and affordability breaks down barriers and puts quality healthcare in reach for everyone. We are proud to foster a system that is as personal and compassionate as it is innovative.

Empowering our Members & Communities

Who We Serve

Oscar is the health insurance company with the most satisfied members in the individual insurance market. We earn the trust of 1.8 million individuals, families, and employees every day.

MEMBER SPOTLIGHT

Oscar works with members in need of extra support, for example those at ~150% of the Federal Poverty Level.

Oscar's products create personalized healthcare experiences tailored to unique member needs. Our understanding of their health issues, demographics, and socioeconomic status ensures we connect them with high-quality care that will resonate, which helps drive better outcomes. We also take into account social determinants of health: the conditions in which people are born, live, work, and age that affect 80% of overall health1. We wrap our team of clinicians - doctors, nurses, pharmacists, and social workers - around members connecting them to care and necessities that improve well-being in communities.

Delivering Personal Experiences

Section 02

Our technology, tools, and customized plan designs lower costs and get people on a path to better health.

We implement a range of initiatives - language- focused to condition-specific offerings - that acknowledge and respect the identity of our members to close gaps in care.

¡Hola, Miguel!

Solutions for our Spanish-Speaking Members

Hispanics and Latinos represent roughly 20%2 of the U.S. population and are one of the fastest-growing cohorts in the ACA, representing almost 30% of enrollments.3

The healthcare system often fails to accommodate non-English speakers despite staggering growth among these hard-working communities. A Pew Research studyshows 44% of Hispanic adults are less likely to seek care in part due to language barriers - a leading reason they have worse health outcomes than White adults. Oscar launched two targeted programs, HolaOscar and Buena Salud, to better serve Spanish-speaking communities who represent one-third of Oscar's membership.

HolaOscar

HolaOscar is our immersive Spanish-language program that delivers socially and linguistically authentic experiences. The program was developed by our team of native Spanish speakers who come from the same communities as our members. We aim to ensure all touch points - from enrollment to welcome kits to care team interactions - resonate with our members. Member focus groups and community relationships have informed the program to meet evolving member needs.

Buena Salud

In 2025, Oscar introduced Buena Salud6, a Spanish-first health insurance product. Buena Salud takes HolaOscar a step further. Individuals meet Oscar in Español and are linked to a Care Team, primary care provider, and healthcare community that understands their cultural norms.

Condition-Specific Plans

One-size-fits-all healthcare does little to improve outcomes, especially for individuals with more complex health needs. Approximately half of Americans suffer from at least one chronic condition.7 Oscar offers multiple tailored plan designs to help members with common chronic illnesses access the best primary care providers, health centers, specialists, medications, and more to get and stay healthy.

Diabetes Care

Diabetes is one of the most prevalent chronic illnesses in the U.S. affecting 38.4 million adults8 and disproportionately impacting Hispanic groups.9 The total direct and indirect estimated cost of diabetes is $413 billion10. We designed our Diabetes Care plan11 to give members with diabetes comprehensive clinical services that keep costs down. Members access $0 PCP visits, diabetic foot and retinal eye exams, labs, and wellness programs, and caps on out-of-pocket insulin costs. Members enrolled in our Diabetes Care plan are more likely to adhere to medications and screenings compared to our overall membership base.12

Diabetes Care has an 81% customer satisfaction rate13

Breathe Easy

Chronic obstructive pulmonary disease (COPD) and asthma are two of the leading respiratory diseases in the U.S.14 Black or African Americans are 30%15 more likely to have asthma than White individuals, and are three times more likely to die from asthma-related causes.16

We introduced Breathe Easy17 to support members with respiratory conditions and help them lower their related costs. Members enrolled in Breathe Easy receive $0 benefits, including pulmonologist and PCP visits, pulmonary rehabilitation, oxygen services, tier one preferred generics, nicotine replacement, and behavioral health services. They can also access financial incentives for health checkups.

Breathe Easy has a 79% customer satisfaction rate18

Chronic Care Plan

In 2025, Oscar launched a multi-condition plan for members with diabetes, pulmonary, and cardiovascular disease - three common conditions impacting ACA members.19 Managing these conditions together can lower costs by 25% or more. Personalized benefits and cost-saving features include $0 pulmonologist, endocrinologist, and cardiologist visits; $0 pulmonary and cardiac rehabilitation; $0 PCP and behavioral health visits; and a $100 out-of-pocket monthly maximum on insulin.
